Yeah its quite lame. JB has a larger hip tattoo, doesn't have the arms, is thinner, and quite paler. And its sad when I hate him that I know this more than others.
If you google justin bieber tattoos or justin bieber shirtless, you will find plenty of evidence showing that that is indeed Justin Bieber. The tattoos are the same, and the darkness in the skin is contributed by the obvious lower lighting in the gym.
